
Overview
Long-term ecological monitoring is fundamental to effective environmental management. It provides the evidence needed to understand ecosystem change, evaluate the outcomes of management interventions, and adapt strategies in response to new knowledge and changing environmental conditions.
This project evaluated Victoria's contribution to The Living Murray (TLM) Condition and Intervention Monitoring Program, assessing how well the existing monitoring framework supports ecological objectives, informs adaptive management, and contributes to the long-term health of priority floodplain, wetland, and riverine ecosystems across the Murray–Darling Basin.
The Challenge
The Living Murray monitoring program has generated an invaluable ecological record spanning many years. However, the value of any long-term monitoring program lies not only in the collection of data, but in its ability to answer management questions and guide decision-making.
The review sought to determine whether current monitoring activities remained fit for purpose, whether they adequately reflected ecological objectives, and how effectively the resulting information was being used to evaluate environmental outcomes and inform future management. An additional consideration was ensuring the program remained relevant in the face of increasing climatic variability and changing environmental priorities.
Our Approach
Drawing on extensive experience in aquatic ecology, environmental monitoring, and adaptive management, the evaluation combined a comprehensive desktop review with targeted stakeholder engagement.
The assessment considered the program through several complementary lenses, including:
- Performance against intended ecological outcomes
- Alignment between monitoring activities and ecological objectives
- The contribution of monitoring to adaptive management and environmental decision-making
- Consistency of monitoring methods across assets and through time
- Existing knowledge gaps and opportunities for future investment
- Opportunities to strengthen evaluation, reporting, and knowledge management
Rather than simply reviewing monitoring outputs, the evaluation examined whether the program was generating the ecological understanding required to support effective management over the long term.
Key Findings
The review confirmed that Victoria's Living Murray monitoring program has made a significant contribution to understanding ecological responses to environmental watering and restoration activities. The long-term datasets generated through the program represent an important environmental asset, providing insights that would not be possible through short-term investigations alone.
At the same time, the evaluation identified several opportunities to further strengthen the program.
These included:
- Improving standardisation of monitoring methods and reporting to enhance comparability across sites and years.
- Strengthening integration between monitoring, evaluation, and adaptive management to ensure ecological findings more directly inform management decisions.
- Enhancing knowledge management to improve the accessibility, interpretation, and long-term value of monitoring information.
- Incorporating climate adaptation considerations into future monitoring frameworks to better understand ecosystem responses under changing hydrological and climatic conditions.
Importantly, these findings reflect the natural evolution of mature monitoring programs, where continuous refinement is essential to maintain scientific relevance and management value.
Outcome
The evaluation provided a clear and evidence-based assessment of the strengths of Victoria's Living Murray monitoring program while identifying practical opportunities for improvement.
Its recommendations support a more integrated approach to monitoring, evaluation, and adaptive management, ensuring that future investment continues to generate robust ecological knowledge and deliver measurable environmental outcomes across the Murray–Darling Basin.
