NSW Review of Environmental Factors

Overview

Infrastructure and land management projects have the potential to affect native species, ecological communities, and sensitive habitats if environmental risks are not properly understood. A Review of Environmental Factors (REF) provides a critical assessment of these risks, ensuring that proposed works are planned and implemented in accordance with environmental legislation and best practice.

This project involved undertaking an REF to evaluate the potential environmental impacts of proposed works and provide the information required to support the statutory approval process.

The Challenge

Before works can proceed, it is essential to determine whether they are likely to have significant impacts on environmental values, particularly where threatened species, ecological communities, or sensitive habitats may occur.

The challenge was to undertake a robust ecological assessment that identified the environmental values present, evaluated the likelihood of impacts, and provided clear recommendations to inform project planning while meeting regulatory requirements.

Our Approach

The assessment combined targeted field investigations with comprehensive desktop analysis to develop a thorough understanding of the site's ecological values.

The review included:

  • Field surveys to assess existing habitats and ecological condition.
  • Desktop analysis of environmental databases, mapping, and previous ecological records.
  • Identification of native flora and fauna likely to occur within or adjacent to the site.
  • Assessment of the conservation status of recorded and potential species.
  • Evaluation of the likelihood and significance of environmental impacts arising from the proposed works.

This integrated approach ensured that both existing site conditions and broader ecological context were considered during the assessment.

Key Findings

The review identified the environmental values associated with the site and assessed the potential risks posed by the proposed activities.

Key findings included:

  • Field investigations and desktop analysis provided a comprehensive understanding of the site's ecological characteristics.
  • The assessment identified species and ecological communities relevant to the proposed works, including those with recognised conservation significance where applicable.
  • Potential environmental impacts were evaluated against legislative requirements and accepted ecological assessment frameworks.
  • The findings informed practical recommendations to avoid, minimise, or appropriately manage ecological impacts during project delivery.

Outcome

The Review of Environmental Factors provided the environmental evidence required to support the planning and approval process for the proposed works.

By identifying environmental constraints early and recommending appropriate mitigation measures, the assessment enabled informed decision-making while helping ensure compliance with New South Wales environmental legislation and the protection of important ecological values.

Impact

This project supports environmentally responsible development by:

  • Identifying ecological values and potential environmental constraints.
  • Assessing the likelihood and significance of environmental impacts.
  • Supporting compliance with New South Wales environmental assessment requirements.
  • Informing project design through evidence-based mitigation measures.
  • Providing a critical regulatory step in the approval of infrastructure and land management works.
